Can you copy the game data on one phone and pass it to another?
Can I copy my game data and pass it on another phone so that I have two different accounts with the same game data? That way I can join online with both accounts I.e. high luck and strong characters?

You can't have 2 accounts. If you want to play in 2 devices, you should set everything from begining in the phone where you played the game previously.
