I have 2 characters with 99 luck and are maxed out but it doesn't say ultimate, how do you ultimate them?

That screen shot doesn't show anything, I also have 99 luck characters and they dont say ultimate. Can anyone with a brain help us?

For ultimate you have to make 99 luck max level and max side stats

It does include speed pills if you want it to be a red ultimate.

I think they are only available with emergency mission characters

You also have to max pill them 30 health pills and 30 strength pills but if you want red ultimate you need to also put 30 speed pills
